PROACTIVE DISCLOSURE OF INFORMATION U/S 4(1) OF THE RIGHT TO INFORMATION ACT, 2005The particulars of organization, functions and dutiesAdministrative Training Institute (ATI), Salt Lake City, West Bengal is the premier training Institute of the State under Personnel and Administrative Reforms Department of Government of West Bengal. Presently the Institute is headed by Sri P.Bhattacharya, IAS, who is Additional Chief Secretary of Government of West Bengal and discharging, functions as Director of the Institute. ATI, West Bengal, as its principal function is assigned to conduct training programmes throughout the year for all level of officers and staff of different Secretariat Departments, Directorates thereunder and other offices of the Government. The Institute also conducts training for semi-Government organisations like Corporations, Municipalities, Panchayats, on special requisition as well as part of its regular training programmes. Alongside its principal unit for administrative training, there is a Natural Disaster Management (NDM) Wing and one Urban Management Centre (UMC), which also conduct training in disaster management and in urban management strategy and planning respectively side by side with research in the related areas. Another project named “Women and Child Development” (WCD) Programme is also currently in progress under supervision of the Programme Coordinator, appointed for the purpose. In ATI annually more than 150 training programmes are conducted on a pre-scheduled activity basis notified in a printed Training Calendar published every year at the beginning of each financial year. In addition, non-scheduled training programmes are also held depending on necessity and request from Organizations both Government and non-Government. The training programmes are conducted both on residential and non-residential basis and for holding the residential programmes ATI maintains a fairly large hostel having 104 hostel rooms of single accommodation type with twin sharing toilets in between two rooms. During progress of training all board and lodging facilities are provided for the resident trainee officials right from the bed tea to dinner apart from other hospitalities. Funds for providing board and lodging for the trainees are provided both by the State Government and the Department of Personnel and Training (DOPT), Government of India. Working lunch, midbreak tea, coffee, snacks are provided for the non-resident trainees at Government cost. Apart from conducting training, ATI, West Bengal also publishes from time to time training materials, prepares training films, develops case-studies for the purpose of training and also Distant Learning Packages for conduct of training at its 7 (seven) Regional Training Centres (RTCs) located at Paschim Medinipur, Burdwan, North 24-parganas, Jalpaiguri, Darjeeling, Malda and Murshidabad. ATI, West Bengal has a large campus measuring 14 acres in area with a beautifully maintained garden, one Guest House, Quarters for officers and staff and one well-equipped Library having approximately 15,000 books on different subjects and also important journals relating to study and research on Administrative Management and also Social Sciences. The Institute, apart from one Director at the helm of affairs in the rank of Additional Chief Secretary has one Additional Director, three Deputy Directors, one Administrative Officer and one Accounts Officer. The post of Additional Director of the Institute is filled both from the IAS and WBCS (Executive) Cadre and is presently manned by a senior WBCS (Exe.) officer in the rank of Joint Secretary. Out of three Deputy Directors one post is presently filled by a senior officer of the West Bengal Excise Service, another by an officer of West Bengal Civil Service (Executive) in the rank of senior Deputy Secretary and another by a retired Bank Officer on contractual basis. The post of Administrative Officer is filled by a WBCS (Exe.) officer of adequate seniority. The present incumbent is in the rank of Deputy Secretary of the Government of West Bengal. The post of Accounts Officer is filled by an officer of the West Bengal Audit and Accounts Service and the present incumbent is a very senior officer of the Cadre in the scale of Deputy Secretary. The NDM wing is headed by one senior official in the post of Professor, NDM who is assisted by three Associate Professors drawn from the West Bengal Civil Service (Executive) Cadre. The post of Professor, NDM is usually manned by a senior WBCS (Executive) officer or IAS officer of the rank of Joint Secretary, but is presently occupied by one retired State Civil Service Officer on contract. The Urban Management Centre is similarly headed by a person in the post of Professor, UMC assisted by one Associate Professor, both employed on contractual basis having qualification in Engineering and Architecture. ATI, West Bengal, apart from its training programmes at the Headquarter, conducts regular training courses for district level officials throughout the year at its Regional Training Centers and funds are placed at the disposal of the District Magistrates of the respective districts where the RTCs are located, for building and maintenance of infrastructure and running of training courses. The training programmes of ATI, West Bengal are run by both in-house and Guest Faculties having specialized knowledge in the concerned areas, but only the in-house faculties act as Course Directors for the training programmes which are held. One of the principal object of this Institute is to conduct every year Induction Level Training for IAS and WBCS (Exe.) Cadre officers and Foundation Level Training for WBCS (Exe.) Cadre Officers. The powers and duties of its officers and employeesThe powers and duties of the officers and employees of ATI, West Bengal are essentially linked to the necessity of imparting training to officials of all levels both of Government and non-Government organizations throughout the year and to conduct research and documentation of best practices on administrative issues and issues relating to Human Resource Development. The procedure followed in the decision making process, including channels of supervision and accountabilityThe ultimate decision in any matter relating to training and administration is taken by the Director of the Institute and in discharging his functions he is assisted in this regard by the Additional Director, three Deputy Directors, the Administrative Officer and the Accounts Officer and the Professor, NDM and the Professor, UMC in respect of NDM and UMC matters respectively, while the ultimate supervision is maintained by the head of the Institute. The middle level supervision is exercised by all faculty Members and the accountability in respect of any decision and action taken is accordingly shared by all Members of the faculty and executive functionaries of the Institute as are concerned. Further, the State level decisions executed by the training Institute (ATI, West Bengal) are taken by the Personnel and Administrative Reforms (P&AR) Department on behalf of the Government. The norms set by it for discharge of its functionsFor general discharge of functions relating to administration of the Institute, norms are followed as are contained in the Service Rules, Financial Rules, Codes and Manuals of the Government applicable to all offices, Departments and Directorates under it. For conduct of training, at the end of each financial year request letters are issued to all Secretariat Departments and Directorate offices thereunder to indicate their requirement of training, levels of officials to be trained and after holding meetings with the representatives of such Departments and Directorates and other offices a consolidated training Calendar for the next year is prepared, published and circulated to the Departments, Directorates and other offices. Apart from this, depending on availability of time slots, special training programmes are also organised by ATI on receipt of request and placement of fund on select occasions. Government of India Courses also are conducted on approval from DOPT, Government of India to the proposals for training sent to the Department in advance by ATI. The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functionsAs regards rules, regulations, instructions, manuals, the existing legislations, executive instructions and orders applicable to all regular Government establishments also are similarly and equally applicable to ATI, West Bengal for discharge of its executive functions and duties. The records mainly include files relating to training already conducted, training manuals published by ATI itself or received from other sources, training films, books and files on administrative matters including accounts matters and electronically stored materials in the hard-disks, CDs, floppy disks etc. No micro-film, micro-fiche, manuscript except documents pending to go into prints are held by it. A statement of the categories of documents that are held by it or under its controlThe documents held by ATI, West Bengal or under its control include file, electronically stored materials relating to training matters, files and electronically stored materials relating to all officers and staff including their pay details, files containing details of training already held, books in the Library numbering about 15,000 and publications of ATI, West Bengal known as “ATI Monographs” printed and issued for official and training purpose and also some other publications of Government being Manuals reprinted under official assistance and concurrence of the Government. The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereofThere is no such policy at present and for introduction of any such policy the concurrence of the Government is necessary which is not in existence as yet. A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for publicThere is a Training Advisory Committee headed by General (Retd.) Sankar Roy Chowdhury, a Committee for IIPA, West Bengal Chapter which is headed by the Director, ATI, West Bengal as the Hony. Secretary and apart from these there are some internal Committees, Cell of non-statutory nature like Advisory Committee for Formulation of Case-Studies, one RTI Cell which meet from time to time depending on necessity for formulation of policy and discharge of related functions. The meetings of such Committees, Cells are not open to the public, but minutes of such meetings may be made accessible for the public after deliberations are over and decisions taken as per provision of RTI Act, 2005.
