Community Preparedness Programme

Community Preparedness Programme (CPP) Unit of Administrative Training Institute, West Bengal started its functioning from August 2001 with the financial support from UNICEF. Initially the unit engaged in community based disaster preparedness activities through community awareness involving community, panchayet representatives, Government officials and civil societies. The programmes implemented in the form of workshops, field level trainings, Participatory Rural Appraisal / Participatory Learning and Action etc.

Through our experience it has been noticed that children are the most vulnerable section of the society and need to be protected from every danger & exploitation through proper care and development. UNICEF decided to implement their programme through ATI in different districts of West Bengal involving district administration, block administration & Panchayat functionaries and community people in the field of child health. Therefore, Community Preparedness Programme Unit of Administrative Training Institute, West Bengal switched over from disaster preparedness activities to health related activities on the proposal of Unicef and also in keeping parity with the Govt. of West Bengal priority in community level programmes focusing on Polio Eradication & Routine Immunisation from April 2004.

Activities of CPP

The CPP Unit of ATI, West Bengal was deeply involved in Polio Eradication & Routine Immunisation (PE & RI) programme through mass mobilization. The unit organised District and sub-division level workshops in North 24 Parganas, Howrah, Murshidabad and Paschim Medinipur District; Municipality level workshops were held in different Municipalities of North 24 parganas and South 24 Parganas district and several Block level workshops were organized in North 24 Parganas, Howrah, South 24 Parganas District of West Bengal with the help of general and health administration of Districts, ACMOH, SDO and all Block level functionaries including Panchayet Representatives.

Participatory Learning and Action (PLA) programmes and awareness generation programmes were organized as required by high-risk blocks. With the help of BMOH, Panchayat functionaries and UNICEF consultant (immunisation) of North 24 Parganas and Howrah, CPP organized awareness generation programme through IEC activities like Intimate Theatre.

In four identified villages of Sandeshkhali – II block of North 24 parganas District, PRA exercises were organised by CPP. These exercises were done community people of the villages. The identified villages are Daudpur, Jeliakhali Pakhirala and Durgamondap. The village maps was converted in to Geographical Information System (GIS) which will be send to district as well as block by which they can use it as a information hub and village map for bottom up planning.

In the classroom sessions of the Institute and of Regional Training Centres of ATI, CPP unit trying to highlight the immunisation picture of the state to sensitise the Government officials and Panchayat Representatives. ATI incorporate PE & RI in different topic like Child rights, State Health Policy 04, Women & Children health special emphasis on reduction of IMR & MMR etc.
